Its not the speed its the location.To many hops.All the players from Spain i have met ping from 140 to 220 with USA or even more.Had the same ping with my 512 kb SkyDSL, maybe the upload is lowering my ping abit but not much.And i lagged just yesterday, i never have bad lag its just the high ping.
